Out and about with two children

Yesterday I walked past a young father struggling to keep control of his hyperactive toddler while pushing his newborn’s pram one handed. I managed a sympathetic smile as I zoomed past smugly with my single buggy, toddler securely strapped in, and then it struck me that I had just seen a vision of myself a few months down the line. Help!
So how do people cope with two children under two? Getting out and about is one area that I have started to think seriously about, as I don’t enjoy being cooped up in the house all day. I’ve had a good look at double buggies, but to be honest I have so much trouble steering a single one around the shops, I can’t imagine how anyone handles a double.
I’ve seen the little platforms on wheels that I could attach to the back of the pram for my toddler to stand on, which seem like a great invention. But then what will I do when he gets tired and wants to go to sleep? Perhaps I could transfer the new baby to a sling so I could push the sleepy toddler, but then I’d have to take a buggy out with me rather than a pram and that might not be so comfortable for the baby.
If anybody has any advice and experience in this area I’d really love to hear it.
